Kuressaare needs 2 days: the Kuressaare Episcopal Castle, the best-preserved medieval fortress in the Baltic states, on one, and the Kaali meteorite crater on the outskirts of town on the other. May-September is best. It's inexpensive for Europe. Its castle, built in the 14th century and practically intact, is unique in the Baltic for retaining its original structure almost unmodified, and Saaremaa island, with a notably slower pace of life than mainland Estonia, is renowned for its artisanal beer tradition and historic windmills.
