Fortaleza needs 2 days: touring Praia de Iracema and the Mercado Central on one, and Praia do Futuro, with its beach shacks serving food until dawn, on the other. July-December is the driest season, though the tropical climate stays warm year-round. It's inexpensive by Brazilian beach standards. It's the Brazilian capital with the most sunshine hours per year, which made it one of the biggest beach tourism hubs in the northeast, with direct flights from Europe positioning it as the gateway to Ceará's beaches and dunes.
